As Sir F.May was coming on leave action
was deferred till he could discuss with the Secretary of State. Mr.Harcourt told him on the 17th November 1913 that the Ordinance must be removed, time and
method being left to the Governor. The Secretary of State did not want it to appear as an order from home if that would be unpleasant to the Governor. lur.Griffin had suggested on the pp,as a compromise, that the Ordinance might remain with a confidential instruction that the special rate should in no case be levied without prior reference, with full details, to the Secretary of state.
Personally I agree with that view but
